All Coaches will need 4 (#1 - #4) requirements BEFORE they go on ice. Anyone that does not have these four items and goes on ice will be subject to suspension for them and their head coach.

WNYAHL, West Section of NYSAHA & USA Hockey have all demanded we start something new this year.
From here on out, all emails to team members, Any player or family member registered with NCCYHA must copy our Coaching Coordinator. Any emails to other hockey organizations, (for example WNYAHL, USA Hockey, Hamburg Hawks, CCYHA Lakers, etc..) must also copy the same email.

Please do this on every email. We have been getting blasted lately by WNYAHL/NYSAHA and we should have been doing this already. I was trying to hold out as long as possible but we can hold off anymore.
This manual covers a variety of age-specific skill progressions and teaching points for all age categories, from Mites to Midgets.

Your teams must play against other USA Hockey or IIHF sanctioned teams whether exhibition games or in a tournament. The tournaments also need to be sanctioned. Please make sure that all coaches and staff of your teams are aware of this basic premise of our game.

USA Hockey Rule 304 - Helmet Certification
All:
At the end of this E-mail is part of USA Hockey Rule 304 regarding helmets for players and goal tenders. It is imperative that helmets are checked for a HECC approved helmet and facemask. The helmet requires a HECC sticker that is not expired. For goal tenders certain cat's eye masks are not approved. It is imperative that these helmets and facemasks be checked and brought into compliance. I strongly suggest this be done before or at the first practice of the team.

Rule 304 | Protective Equipment
(Note) Not all protective equipment is mandatory in all age classifications. However, if not mandated by rule, USA Hockey strongly recommends that all players and goalkeepers in all age classifications properly wear an internal mouthpiece, a HECC approved helmet and a HECC approved full facemask for all games and practices.
(c) It is mandatory that all players (except Adults) wear a HECC approved helmet (including ear protection) with chin strap properly fastened.
(Note) HECC certification includes an expiration date on the sticker and a helmet that has an expiration date that has expired is no longer considered certified. The player may not wear a helmet that does not have a valid and current certification sticker.

The following are the rules, for Coaches, that were passed at our NYSAHA Annual Meeting in May 2016. I have included the entire rule. Please contact your ACE Coordinator or my self with any questions.

7. COACHES
A. All coaches and assistant coaches for all teams after August 1 of the current playing season must have completed the USA Hockey and NYS Hockey requirements for coaching prior to them being allowed to participate with a team, as follows:
(i) The coach shall have registered with USA Hockey, completed screening certification, and obtained Safesport certification;
(ii) Attain, or register for, an appropriate coaching clinic; and
(iii) Effective for the 2017-2018 season, complete the appropriate age classification module by November 1. Failure to comply with this Rule will result in the Association/team not being
able to roster the coach, ineligibility of the team for play, and forfeiture of games and other and other penalties as the NYS Hockey Board of Directors may deem appropriate. No exemptions will be granted by the Coach in Chief.
B. No coaching changes will be permitted from January 1 to January 31 of each year unless approved by the respective Section President. After January 31 all requests for coaching changes must be approved by the NYSAHA Board of Directors or Executive Committee.
C. All coaches (heads and assistants) as well as instructors of USA Hockey programs shall be registered for the current season (before the start of the season) in order to be eligible to coach/instruct in any regular season activities (practices, clinics, games, tournaments, try-outs, etc.) of NYSAHA, District, Regional Playoff, National Championships or in the USA Hockey
Player.
D. There will be an annual fee as determined by USA Hockey, to register the coaches (heads and assistants) and instructors. If a coach or instructor has paid a registration fee for the current year as a player, he/she shall not be required to pay an additional fee as a coach or instructor for said registration.
E. All ice hockey coaches as well as instructors of USA Hockey programs shall be registered for the current season (before the start of the season) in order to be eligible to coach/instruct in any regular-season activities (practices, clinics, games, tournaments, try-outs, etc.), state, district, regional playoff, national championships or in the USA Hockey Player Development Programs. There will be an annual fee to register the coaches (head and assistants) and instructors. Coaches who also play on a USA Hockey registered team are required to pay this registration fee only once per year. Coaches may register as participants online at usahockey.com or through a local
association/member program (refer to Section I Participant Registration). Junior coaches shall register with and through their teams with the junior registrar.
F. PLEASE NOTE:
Note 1: All USA Hockey Coaching Education Program Instructors and National Player Development Camp coaches will be exempt from the annual participant registration fee, but must
complete the participant registration process.
Note 2: The head coach and all assistant coaches of each disabled hockey team must complete the required CEP registration and proper level of certification. Those volunteers or employees who assist with helping disabled hockey teams (i.e. interpreters, pushers, on-ice mentors, etc.) must be
properly registered with USA Hockey but are not required to attend a CEP clinic and otherwise comply with these rules and regulations.
G. All ice hockey coaches and instructors of registered USA Hockey youth/high school (except for those teams participating not in regular scheduled competition), disabled, girls/women’s 19 & under and below programs must wear an ice hockey helmet during all on-ice session, including
practices, controlled scrimmages and coach and referee clinics (seminars). This rule will also apply to coaches of teams not normally subject to this rule while on the ice at any of the events previously mentioned in this section. The helmet must be properly worn with the chin strap properly attached. Failure to comply with this policy will result in the following discipline:
1st Offense: Written warning from Association to coach within
10 days with a copy to the appropriate Section Vice President
2nd Offense: 2 Game Suspension
3rd (or subsequent) Offense: Immediate Suspension pending

USA Hockey's Locker Room Policy
USA Hockey is concerned with locker room activities between minor participants; minor participants and adult participants; adults being alone with individual minor participants in locker rooms; and with non-official or non-related adults having unsupervised access to minor participants at team events.
It is the policy of USA Hockey that all USA Hockey Member Programs have at least one responsible screened adult present monitoring the locker room during all team events to assure that only participants (coaches and players), approved team personnel and family members are permitted in the locker room and to supervise the conduct in the locker room. Acceptable locker room monitoring could include having locker room monitors in the locker room while participants are in the locker room, or could include having a locker room monitor in the immediate vicinity (near the door) outside the locker room that also regularly and frequently enters the locker room to monitor activity inside. If the monitor(s) are inside, then it is strongly recommended that there be two monitors, both of which have been screened. A local program or team may impose or follow stricter monitoring requirements. Any individual meetings between a minor participant and a coach or other adult in a locker room shall require that a second responsible adult is present. The responsible adult that monitors and supervises the locker room shall have been screened in compliance with Section III of this Handbook {SafeSport Handbook}.

The New York State Amateur Hockey Association, in compliance with the Affiliate Agreement, employs a policy to screen coaches, on-ice officials and volunteers who have regular, routine or frequent access to minor-age players, whether girls or boys, under the age of 18. This includes players and coaches who are over 18 playing or coaching on teams containing under 18 year old players, i.e. 19 & Under Women’s teams.

This file is listed in Confirmation Number order so that Associations can check that volunteers are not using outdated numbers.

USA Hockey Coaching Education Program Rules And Requirements
Coaching Education Program Requirements
(1) Required Coaching Education Program Levels for Ice Hockey
USA Hockey requires that all affiliates and/or districts shall establish the following requirements without modifications for all coaches (head and assistant).
All coaches must have the required certification level by January 1 of the current season.
(a) All coaches must enter USA Hockey’s Coaching Education Program at Level 1, and must continue their education with a coaching clinic each year until, at a minimum, they achieve Level 3. EXCEPTION: Coaches of 8U or younger players may remain at Level 1 or their current level. A coach may attend only one (1) certification clinic per year (not including age-specific requirements). Coaches who do not coach in continuous years must re-enter the program at the next level when they resume coaching responsibilities. Once Level 3 is achieved, periodic renewal [as outlined in Paragraph (c) below] is required for coaches who have not achieved Level 4. Coaches of national tournament bound teams (Tier I 14U, 16U and 18/19U and Tier II 16U and 18/19U) must complete Level 4 in their fourth season of coaching. Coaches who attain Level 4 certification are not required to attend any further certification clinics but must adhere to the age-specific requirement as outlined in Paragraph (b) below.
(b) In addition to the training in paragraph (a) above, coaches must also complete online age-specific training modules specific to the level of play they are coaching, if they have not already taken that module. This requirement applies to all coaches at all levels, 1 through 5. Coaches may complete more than one age-specific module in any given season.
(c) Coaching certification at Level 3 is valid for two (2) seasons, as indicated by the expiration date.
A coach whose Level 3 is due to expire must take the online Level 3 Recertification Track 1 curriculum or they may move up to Level 4. Level 3 Track 1 Recertification is valid for two (2) seasons.
A coach whose Track 1 Level 3 recertification is due to expire must take the online Level 3 Recertification Track 2 curriculum or move up to Level 4. Level 3 Track 2 Recertification is valid for two (2) seasons.
Coaches whose Track 2 Level 3 Recertification is due to expire must attend a Level 4 clinic prior to the expiration of their Level 3 Recertification.
Coaches must complete the online recertification program in order to recertify their Level 3 certifications. Attending a clinic or workshop is no longer valid for recertifying any certification level.
(d) Grandfather Clause
For coaches who enrolled in the Coaching Education Program prior to May 1, 2011, their entry into the above program will be at their current certification level. Level 1 and 2 coaches must adhere to paragraphs (a) and (b) above, effective May 1, 2011. Current Level 3 coaches must adhere to paragraph (b) and (c) above; effective with the season their Level 3 expires.
This chart outlines the progression for a new coach. Coaches with pre-existing certifications will enter the new program at their current certification level and must adhere to paragraphs 1. (a) and (b) above.

(2) Evidence of Level
All USA Hockey coaches will possess a USA Hockey Coaching Education Program card with valid certification stickers(if certification was received prior to September 1, 2011), or a printout from the USA Hockey online certification list (if certification was received after September 1, 2011).
It is the responsibility of the local association to identify those coaches who do not meet the certification requirements. All coaches have until December 31 of the current season to attend a USA Hockey coaching clinic and complete the online age-specific playing level module to become properly certified.
Prior to the start of all games throughout the season all coaches are required to indicate their current certification status on the scoresheet, regardless of their certification level. All coaches (except for juniors) must legibly print their USA Hockey Coaching Education Program (CEP) card number, their CEP level (levels 1-5), their online age-specific playing level module and the year their CEP level was attained.
Beginning January 1 of the current season, prior to the start of each game, all coaches present are required to sign the designated area of the score sheet in order to verify the accuracy of the playing roster, as it appears on the score sheet, for that game.
(3) Penalty and Enforcement
All coaches must have current certification and online component verification beginning January 1 of the current playing season. Any coach not in possession of these requirements will be ineligible to coach for the remainder of the season. Districts and/or affiliates are required to uphold this penalty. It will be the responsibility of the local association registering the team to enforce the national policy.
